‘Al-‘An-‘aam (Cattle)
– Chapter – 6)
‘A-‘uu-zu
Billaahi minash-Shay-taanir- Rajiim.
(I seek refuge in God from Satan the outcast.)
Bis-Millaahir-Rah-maanir-Rahiim.
(In the name of God, the Beneficent, the Merciful.)

قُل لِّمَن مَّا فِى ٱلسَّمَٰوَٰتِ وَٱلْأَرْضِ قُل لِّلَّهِ كَتَبَ عَلَىٰ نَفْسِهِ ٱلرَّحْمَةَ لَيَجْمَعَنَّكُمْ إِلَىٰ يَوْمِ ٱلْقِيَٰمَةِ لَا رَيْبَ فِيهِ ٱلَّذِينَ خَسِرُوٓا۟أَنفُسَهُمْ فَهُمْ لَا يُؤْمِنُونَ 12
12a. Say: Unto whom belongeth whatsoever is in the
heavens and the earth? Say: Unto Allah. He hath prescribed for Himself
mercy,

12a. Qul-li-mammaa fis-samaawaati
wal-‘arz. Qul-LIllaah. Kataba ‘alaa
Nafsi-hir-Rahmah.

Commentary
It was
suggested to the disbelievers in the previous verses: Know by means of history
and by traveling in the land, the consequence of those people, who
rejected Allah Almighty and His Laws. The correct way has been
described in this verse about concluding the consequence from the incidents
i.e. the person, who will consider thoughtfully in to the previous and present
circumstances of the world, the first question, which will rise in his heart
is, “Who is the Master and the Manager of this world?” He will find in the
history that some revolted people claimed during their own times that they were
masters themselves of the world, and after transgressing for a short time, they
were ruined. The travelers can know their consequences by observing their signs
and tumbled down buildings etc.
Then it
can be asked: Why does Allah Almighty not punish the evil doers by
holding their ears immediately, if He is the Master of entire creatures?
Answering to this question, it is commanded: Allah Almighty i.e. the
Master of the entire creatures has established a basic rule for the management
of the world. As long the world is to be preserved, a separate code of life and
the life’s course will be fixed for every kind of creature according to its
creation. Its basic rule is Mercy. The meanings of “the Mercy” have been explained
in the first Chapter of Holy Qur’aan “’Al-Faatihah”
(The Opening). Here, it is compulsory to understand that every kind of the
creature has its separate internal competency. There is a Rule to train this
ability and make it useful. It is the demand of every creature’s internal
proficiency that everything should be provided like independence and it’s
necessities for its growth and usefulness. The Law desires that the
person/creature, which breaks it, should be punished properly. But the Mercy
wishes that, wherever, there is a shove between independence of competency and
the Law, there, the matter should be overlooked. That is to say; the necessity
should be fulfilled. Full punishment for breaking the law should be given on
the Day of Resurrection, although some punishment is given even in this world
advisedly.
